There's a lot of mis-information out there about SBIR "rules".
If it sounds outrageous, or irrationally restrictive,
it's likely untrue. Ask me about it - I do know the rules.
And, what's more, many of the "rules" are policies - not laws.
The Agency SBIR Program Managers can authorize exceptions,
but you have to have a REALLY compelling reason!
